PSX 3D Monster Slayer

This game is in 3D, in 3rd person, and it took you thru the streets of London, maybe 18 different sections. Chelsea, Pimlico, Thames River are some. You could smash telephone booths, crates and fences to access hidden parts of a level, find shortcuts and so on. The characters were a guy and a girl. The guy had a staff, and I believe the girl had a sword. You slew monsters, big ugly blue monsters with freaky long arms, and some of the power moves of the characters would cut off body parts of the monsters. In fact, I believe Monsters is in the title of the game. GAAAAH!! i'm stumped!!
