A game where you help citizens shooting to them with what they need

I'm looking for a game where there are citizens of a town and you see what they need (love, money, health etc) and you have some spheres with these things so you shoot these spheres to the citizens - with a heart to the one who needs love and so forth

Old PC game, early 90s. There were different levels, had to find keys to open door, on level had giant fly trap type plants that were asleep and if you touched them they woke up and chased you. There
