Arcade game (NOT Tempest): maybe around 1986? Has a spinner dial control (not trackball) and jump button, minimal graphics - green lines that form a kind of path or building. A "stick figure" type of character follows the path, sometimes path goes up/down, so you fall and "finesse" gravity with spinner and land/slide into cliffs in the path. Jump button is for "force field" or "electric fence" type obstacles.
